The Act, the CICA’s interpretation and goal is a one-way street that institutionally victimizes the crime victim, or dependents. It is ultimately a glorified social security service without the same level of accountability, or efficiency. There is no provision for getting the free expert legal service automatically offered to a violent criminal - applicants pay for legal representation from their compensation award, or from some other private means, or trade union.
